The Future of AI Security: International Cooperation and Challenges

Despite the immense potential of Artificial Intelligence (AI), its use in military conflicts can have significant consequences. That’s why international cooperation is crucial to regulate the use of AI in the military domain and mitigate potential risks. Recently, the United States and 31 other nations signed the Declaration on Responsible Military Use of Artificial Intelligence and Autonomy. However, this initiative did not receive support from Russia and China, underscoring their strategic interests and concerns regarding its military application.

Russia has been excluded from meetings, and it is highly unlikely that they will join these discussions due to the current geopolitical situation, particularly their aggression towards Ukraine. Even if invited, Russia probably wouldn’t sign any voluntary agreements as they are averse to regulations regarding new technologies.

China, on the other hand, attended the meetings but only signed non-binding instruments. While their engagement should be acknowledged, it is important to recognize that China has its own interests and desires to define the terms of cooperation. Thus, it’s unlikely that they will join the American Declaration on Responsible Military Use of Artificial Intelligence and Autonomy.

This situation raises the question of whether the resistance from China, Russia, and India is insurmountable. Over the years, discussions on autonomous weapons systems at the United Nations Convention on Certain Conventional Weapons (CCW) have revealed that dialogues between allies alone cannot solve the challenges posed by rival states. Therefore, it is crucial to establish diplomatic relationships with these nations and find ways to collaborate.

Currently, there isn’t significant enthusiasm for adopting rigid laws regarding the military use of AI. Both the United States and its allies are more inclined towards voluntary agreements. However, as more states employ AI and autonomous systems in military conflicts, it will become increasingly important to have precise rules that facilitate communication and prevent conflict escalation.

The Declaration on Responsible Military Use of Artificial Intelligence and Autonomy, along with the United Nations resolution on autonomous weapons, represents steps in the right direction. Nevertheless, more international cooperation and the adoption of stringent laws are necessary to effectively regulate the use of AI in military contexts. Only then can we effectively address potential risks, such as errors and conflict escalation, associated with AI.
